That's Haruo Nakajima wearing half the Godzilla 1954 suit. He also played Rodan and the Green Gargantua. I have one of those autographed on the back. It's a really nice fig!
I have some of the medicom RAH series, with the GI Joe figure inside the outfit, complete with a little rising sun bandana. I think they are re-creations of the original Combat Joe figure in the same style, complete with Godzilla suit.
