Vinyl ID - "King Debira" from Red Baron (?)

I have yet to verify if this character is from Red Baron, but this shot is from a recent auction described as "hand made." Anyone got any info on this one? It's a killer design!

I have no clue, but that is a fantastic piece, especially the head.
