Omake is probably a stretch, but that's as close as I'm getting to IDing this toy. It seems to feature the same characteristics, with the exception being that it says on the detailed under carrage, in English, "Hero Car." It is approx. 1.25" long, all plastic, and probably a vintage party favor, but I suspect it has a Japanese lineage. Sorry for the blurry photo, and thanks for any help.
Futura! Sweet! I think you nailed it in that respect, but I still can't figure out the manufacturer. The plastic is definitely the type seen more frequently in 60's 70's toy production, being chunky, rigid yet capable of withstanding stress, and fading coloration. No doubt someone out there knows what this material is called, right now it escapes me. As for what it is, my gut is telling me party favor/ cake decoration/ gumball machine toy derived from some similar origin in Japan, but I just don't have the information to arrive at any conclusions. I've been snagging those 70's retro futuristic die-cast Lesneys lately, and this green guy jumped out at me. I wish I could take a better photo for you, I'm sure it would help.
