Is there a way to remove the production paint job from a figure without doing damage to said figure? Or do I have to just paint over it?

acetone should do the trick. just be careful and don't soak it in the stuff. put some on a cotton ball and rub it off gently.

Will that damage the vinyl at all (if done properly)? I am worried that acetone will take the natural gloss/shine away from the vinyl.

There will probably be a few spots that get foggy from the acetone, but you can always buff it until it gets shiney again.
