That's the MAX TOY version of the two headed mummy specter from Kitaro, but I don't remember where it appears in the manga, perhaps it is only in the anime. Shelter Bank made a big and beautiful (and expensive) version of it. I have another variant with 2 heads in the same flesh color (there is another with 2 blue heads) but the @rattanicus version is the best one I think.
