I do remember seeing four of these colorful heads (different colors) on yja a while ago. They were open and didn't show a header, so I just figured they were someones cheap little customs, but seeing this one sealed and pm'ing anschiss I'm kicking myself for passing on them.
I have no idea how these were released?? Maybe around the time of the other recotoys, but I don't believe through SB. Maybe Shocker or at one of Balzac's or Merry's shows? Anyone else know??

I saw these too and thought the exact same thing. I assumed they were bad customs. I did like that white one though.
